No significant fiscal implication to the State is anticipated, other than the cost of publication.
The cost to the state for publication of the resolution is $178,333.
The resolution would propose an amendment to Article III of the Texas Constitution, related to the prohibition on lotteries and gift enterprises, to allow charitable raffles to be conducted at rodeo events hosted at the home venue of the professional sports team. The resolution would add organizations sanctioned by the Professional Rodeo Cowboys Association to the definition of "professional sports team" for this subsection.
Adoption of the proposed constitutional amendment alone would have no fiscal impact on the state or units of local government. Any fiscal impact would depend on the corresponding enabling legislation (HB 3012).
The cost to the state for publication of the resolution is $178,333.
The proposed amendment would be submitted to voters at an election to be held November 2, 2021.
