LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 27, 2021

TO:
Honorable Chris Paddie, Chair, House Committee on State Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HJR152 by Raney (Proposing a constitutional amendment regarding certain organizational and procedural matters related to the legislature.), As Introduced

No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $178,333.

The joint resolution would propose a constitutional amendment requiring the legislature to convene for an organizational session in advance of the regular session. The House and Senate would incur per diem costs for each day of the organizational session, the length of which is unknown, but this analysis assumes that the related duties and responsibilities could be accomplished using existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
