LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

May 2, 2021

TO:
Honorable Jeff Leach, Chair, House Committee on Judiciary & Civil Jurisprudence

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HJR165 by Jetton (Proposing a constitutional amendment providing additional powers to the State Commission on Judicial Conduct with respect to candidates for judicial office.), As Introduced

No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $178,333.

The bill would amend the Texas Constitution to allow the State Commission on Judicial Conduct to accept complaints or reports, conduct investigations, and take any other action authorized by this section with respect to a candidate for an office named in Subsection (6)(A) of Article 5 in the same manner the Commission is authorized to take those actions with respect to a person holding that office.

The costs for duties and responsibilities associated with implementing the provisions of this joint resolution are reflected in the fiscal note for HB 4345.

This proposed constitutional amendment would be submitted to the voters at an election to be held November 2, 2021.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
