LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION
May 3, 2021
TO:
Honorable Chris Paddie, Chair, House Committee on State Affairs
FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
SB23 by Huffman (Relating to an election to approve a reduction or reallocation of funding or resources for certain municipal or county law enforcement agencies.), As Engrossed
No significant fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to require an election to approve a reduction or reallocation of funding or resources for certain municipal or county law enforcement agencies.
Local Government Impact
Cameron County anticipates a cost of $653,000 per election if a budget were adopted that triggered an election required by the bill.
According to Travis County, the bill would have a negative impact which cannot be calculated as it could have a multi-year impact on the tax rate.
According to Bexar County, the cost of a special election to approve a reduction in funding for local law enforcement could be as high as $1.4 million. Additionally, the county could see a potential loss of $2,577,475 if affected by the section of the bill that would freeze the property tax rate at the no-new-revenue rate.
