It is assumed that the costs associated with the bill's provisions relating to prohibiting the use of certain techniques when using force to make an arrest or search could be absorbed using existing resources.
Local Government Impact
Travis and Bexar County do not anticipate a significant fiscal impact to the counties. According to El Paso County, there may be a fiscal impact due to increased legal liability issues.
According to the Texas Association of Counties' Risk pools, the bill's provisions would require more training and increase lawsuits involving allegations of excessive force. While a fiscal impact is anticipated, the exact amount cannot be determined at this time.
