FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

March 17, 2021

TO:
Honorable Brian Birdwell, Chair, Senate Committee on Natural Resources & Economic Development

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB244 by Bettencourt (Relating to the application of the open meetings law to the board of directors of certain tax reinvestment zones.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Government Code Section 551.001 to include the board of directors of certain reinvestment zones created under Chapter 311 of the Tax Code as within the meaning of a governmental body subject to open meeting requirements.

The Comptroller's office indicates that there would be no administrative costs to the agency.

Local Government Impact

According to the Comptroller's office, the City of Houston and City of Galveston both have tax increment reinvestment zones created under Chapter 311 of the Tax Code and both cities determined that no fiscal implication is anticipated.
