FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 14, 2021

TO:
Honorable Bryan Hughes, Chair, Senate Committee on State Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB285 by West (Relating to the administration of and certain procedures under the Title IV-D program for child support enforcement.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill makes several changes to the Title IV-D program for child support in Texas. The bill allows for the Integrated Child Support System (ICSS) to continue providing services and opening Title IV-D cases through a new application process. The bill modifies procedures in the Child Support Review Process (CSRP).

The Office  of the Attorney General anticipates that the provisions provided in this bill will possibly reduce litigation expenses related to the Child Support Division, as well as improve efficiencies for CSRP. This positive fiscal impact cannot be determined.

The Office of the Attorney General indicates it could absorb the costs associated with the bill within current resources.

The Office of Court Administration anticipates no significant fiscal impact from the provisions in this bill.

Local Government Impact

No fiscal implication to units of local government is anticipated.
