No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC) to establish rules that require inpatient health care facilities to allow members of the clergy to visit patients or residents during a public health emergency whenever a patient or resident requests such a visit. HHSC and the Department of State Health Services indicated the provisions of the bill could be implemented within existing resources.
