No significant fiscal implication to the State is anticipated.

The bill would create the Texas Produced Water Consortium consisting of the host university, the agency advisory council, the stakeholder advisory council, the technical steering committee, and private entities. The Consortium would be required to study the economics of beneficial uses of fluid oil and gas waste and technology needed for those uses. The bill would require Texas Tech University, the host university, to provide staff and other resources to consortium, to implement provisions of the legislation. Texas Tech University indicates that any costs associated with the bill could be absorbed within existing resources.
