LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

March 27, 2021

TO:
Honorable Charles Perry, Chair, Senate Committee on Water, Agriculture & Rural Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB669 by Springer (Relating to certain reports created by the Texas Water Development Board.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code to eliminate the requirement that the Texas Water Development Board (TWDB) submit a biennial report regarding water use to the Legislature, and instead require that the agency publish on its website certain information regarding water use. The bill would also amend the Agriculture Code to strike the requirement that TWDB, in coordination with the Soil and Water Conservation Board (SWCB) and the Texas Commission on Environmental Quality (TCEQ), prepare a report on the repair and maintenance needs of certain dams. The bill would take effect September 1, 2021.

Based on information provided by TWDB, SWCB, and TCEQ, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
