No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code as it relates to certain clemency hearings conducted by the Board of Pardons and Paroles (BPP). According to BPP and the Texas Department of Criminal Justice, the costs associated with the bill's provisions could be absorbed using existing resources.
 
This analysis assumes implementing the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.

No significant fiscal implication to units of local government is anticipated.
