LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

May 20, 2021

TO:
Honorable Philip Cortez, Chair, House Committee on Urban Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB796 by Schwertner (Relating to hearing and public notice requirements regarding the conversion by a municipality of certain properties to house homeless individuals.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to set out special hearing and notice requirements for the conversion by a municipality of certain properties to house homeless individuals.

Local Government Impact

According to the City of Houston, the bill would have a negative effect on the city's ability to address its homeless population, including initiatives that provide supportive housing to the homeless, and would cost the city more money and resources by requiring an additional layer of notice and hearing and the securing of a venue that meets the one-mile radius requirement.

The fiscal implications of the bill to other units of local government cannot be determined at this time.
