No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to set out special hearing and notice requirements for the purchase or conversion of a property to house homeless individuals by the governing body of a municipality.

Local Government Impact

According to the Texas Municipal League, the bill's requirement that a municipality provide notice by certified mail to each residence located within a two-mile radius of the property the municipality propose to purchase would cause a significant but indeterminate negative impact to municipalities. 

The City of Houston anticipates a significant negative fiscal impact, including additional costs involved with having to secure a venue that meets the two-mile radius requirement.
