LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 8, 2021

TO:
Honorable Kelly Hancock, Chair, Senate Committee on Business & Commerce

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB861 by Paxton (relating to remote meetings under the open meetings law.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend Section 551 of the Government Code related to remote meetings by telephone conference call and by videoconference call under the open meetings law.  The provisions of the bill related to meetings by remote location under videoconference call would apply only in areas of the state that the state's Broadband Development Office designates as eligible for the broadband development program.

It is assumed that the costs associated with the bill's provisions relating to remote meetings under the open meetings law could be absorbed using existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
