LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 1, 2021

TO:
Honorable Kelly Hancock, Chair, Senate Committee on Business & Commerce

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB876 by Hancock (relating to the county in which a person may apply for the registration of and title for a motor vehicle.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to allow a motor vehicle owner to apply for the registration of and title for a motor vehicle in any county in which the county assessor-collector will accept the application. The vehicle owner's county of residence would be the recipient of all taxes, fees, and other resulting revenue, except that the processing county would be able to retain a portion of the title application fee and the processing and handling fee.

Based on information provided by the Department of Motor Vehicles, it is assumed that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

The fiscal impact on units of local government cannot be determined at this time due to an absence of responses.
