No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to require the Texas Commission on Environmental Quality (TCEQ) to develop a regulatory guidance manual that explain commission rules applicable to direct potable reuse and make this manual publicly available. 

Based on the analysis of the TCEQ, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.
