No significant fiscal implication to the State is anticipated.

The Department of Family and Protective Services is required to implement this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the department may, but is not required to, implement the Act using other appropriations available for the purpose.

The bill would amend Family Code to require the Department of Family and Protective Services (DFPS) to develop a comprehensive list of options on how to implement coordinated Community-based Care prevention services and provide a report on the options to the legislature. The section would expire August 31, 2023. The bill would also repeal section 264.169 of Family Code which would no longer require DFPS to contract for a Family Based Safety Services (FBSS) pilot program and section 40.0581(f) of Human Resources Code which would no longer require performance measures for the FBSS pilot program. 

The bill would take effect immediately if it receives a two-thirds vote in each chamber, otherwise the bill would take effect September 1, 2021.

This analysis assumes there would be a minimal cost associated with implementing the provisions of the bill that could be absorbed within existing resources.
