LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

May 20, 2021

TO:
Honorable Dan Patrick, Lieutenant Governor, Senate

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB1102 by Creighton (Relating to the establishment of the Texas Reskilling and Upskilling through Education (TRUE) Program to support workforce education.), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

The Texas Higher Education Coordinating Board is required to implement this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the Coordinating Board may, but is not required to, implement this Act using other appropriations available for that purpose.

It is assumed that the direct costs associated with the bill's provisions relating to the establishment of the Texas Reskilling and Upskilling through Education (TRUE) Program to support workforce education could be absorbed using existing resources. However, there would be indeterminate fiscal implications from the amounts and methods of funding for potential grants authorized through the bill's provisions.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
