LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 24, 2021

TO:
Honorable James B. Frank, Chair, House Committee on Human Services

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB1103 by Seliger (Relating to the regulation of nurse aides; requiring an occupational registration.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would require an applicant to the nurse aide registry to hold a certification of registration issued by the Health and Human Services Commission (HHSC) upon completion of the already required training program approved by HHSC. The certification of registration would expire on the second anniversary after it is issued. The bill would require the executive commissioner of HHSC to adopt the rules necessary to implement the issuance and renewal of a certification of registration.

HHSC indicates any cost to implement provisions of the bill would be minimal and can be absorbed within available resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
