LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

March 20, 2021

TO:
Honorable Bryan Hughes, Chair, Senate Committee on State Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB1235 by Hughes (Relating to verification of the accuracy of voter registration applications and voter registration lists.), As Introduced

No significant fiscal implication to the State is anticipated.

This bill would amend the Election Code to require the Secretary of State (SOS) to enter into an agreement with the Texas Department of Public Safety (DPS) to compare the statewide voter registration list to the DPS database on a monthly basis.  The bill requires that if the SOS determines that a registered voter may be ineligible to vote, the agency shall send notice of the determination to the voter registrar for investigation.  The bill requires the SOS to submit a report to the Legislature relating to the provisions of the bill.

According to SOS, the bill would have no significant fiscal implication to the agency. The SOS assumes it could implement the requirements of the bill with minimal changes, if any, to its existing infrastructure.

According to DPS, no significant fiscal impact to the agency is anticipated.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
