No significant fiscal implication to the State is anticipated.

The bill would authorize the Texas Higher Education Coordinating Board to award grants to public institutions of higher education for alternative student financial assistance plans. Under provisions of the bill, the Higher Education Coordinating Board may use a portion, not to exceed three percent, of the funds appropriated for the TEXAS grant program and a portion, not to exceed three percent, of the funds appropriated for the Texas Educational Opportunity Grant Program for the new program. This analysis assumes that funding for the grants would come from the TEXAS grant program and the Texas Educational Opportunity Grant Program. It is also assumed any administrative costs associated with the bill could be absorbed using existing resources.
