FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 16, 2021

TO:
Honorable Larry Taylor, Chair, Senate Committee on Education

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB1356 by Hughes (relating to the participation by members of nonprofit teacher organizations in a tutoring program for public school students and related retirement benefits for certain tutors participating in the program.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill provides for districts to oversee a nonprofit teacher organization that facilitates the tutoring of public school students in kindergarten through grade 12 by active or retired certified teachers who are members of the nonprofit organization.  The bill also provides that TRS would be required to electronically provide members with information about the program.

Local Government Impact

Based on the provisions of the bill, school districts would potentially incur costs from having to appoint an employee or employees to oversee the tutoring program for the school district, and potential costs from hiring tutors.
