No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code as it relates to certain personnel policies at the Texas Department of Criminal Justice (TDCJ). The bill would direct the Texas Board of Criminal Justice to create a professional standard and employment oversight committee and report biannually to the legislature. The bill would also direct the board to establish grievance procedures for TDCJ employees. As outlined in the provisions of the bill, TDCJ and the employee may enter into arbitration. TDCJ would be required to report annually to the board on the use of the employment-related grievance process.

According to TDCJ and the State Office of Administrative Hearings, the costs associated with the bill's provisions could be absorbed using existing resources.
