LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

May 21, 2021

TO:
Honorable Stephanie Klick, Chair, House Committee on Public Health

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB1397 by Hinojosa (Relating to regional protocols and processes for patient transfers and related services within the geographic area served by certain trauma service area regional advisory councils.), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the executive commissioner of the Health and Human Services Commission (HHSC) to adopt rules that require a trauma service area regional advisory council located on the international border and with one county adjacent to the Gulf of Mexico to create an advisory committee to develop guidelines for patient transfer within the region.

HHSC indicated that the provisions of the bill could be implemented within existing resources.

Local Government Impact

The Lower Rio Grande Valley Regional Advisory Council on Trauma does not anticipate a fiscal impact to the council from the bill's provisions.
