LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

May 10, 2021

TO:
Honorable Terry Canales, Chair, House Committee on Transportation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB1814 by Seliger (Relating to oversize and overweight vehicle permits.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend Occupations Code §1201.161 to eliminate the requirement for the Texas Department of Motor Vehicles (TxDMV) to send a copy of each permit issued by TxDMV for the transportation of manufactured housing to the Texas Department of Housing and Community Affairs (TDHCA) and repeal Transportation Code §623.093(e) to eliminate requirements to send copies of the issued permits to the chief appraiser of an appraisal district. The bill would amend Chapter 623 of the Transportation Code to require TxDMV to maintain a searchable and downloadable list on its website detailing certain information on each overweight vehicle permit and manufactured housing permit issued by county. The bill would amend various provisions in Chapter 623 regarding bond and security requirements for applicants for overweight vehicle permits.

Based on the information provided by TxDMV, the Texas Department of Transportation, and the Comptroller's office, it is assumed implementation of the bill would not result in a significant operational or fiscal impact to the agencies or the State.

Local Government Impact

The Texas Association of Counties does not anticipate a significant fiscal impact to counties.
