Honorable Joan Huffman, Chair, Senate Committee on Jurisprudence
FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
SB1822 by Huffman (Relating to the postponement of certain dates relating to elections to be held in 2022.), As Introduced
No significant fiscal implication to the State is anticipated.
This bill would amend the Election Code to allow the Secretary of State (SOS) to postpone the date of the 2022 general primary election if a redistricting plan adopted by the legislature or the Legislative Redistricting Board is not in effect on or before November 1, 2021 and to adopt certain rules and regulations related to this postponement.
According to the SOS, the bill would have no significant fiscal impact. The agency anticipates that it would be able to take necessary actions regarding any postponement using existing resources.
According to the Office of the Governor, no fiscal implication to the Office is anticipated.
Local Government Impact
According to Bexar County, the bill could create a situation similar to 2012, when the primary and runoff elections were postponed due to redistricting lawsuits. The county incurred additional costs during that election cycle for temporary workers of $24,000 per week over the course of five months.
According to Chambers, El Paso, and Fort Bend the bill would have no fiscal impact.
