LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION

April 20, 2021

TO:
Honorable Lois W. Kolkhorst, Chair, Senate Committee on Health & Human Services

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB1847 by Powell (Relating to training requirements for certain individuals for inclusion in the nurse aide registry.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Health and Safety Code to require the executive commissioner of the Health and Human Services Commission to seek a waiver from the federal Centers for Medicaid and Medicaid Services during the coronavirus (COVID-19) pandemic that allows an individual to partly or wholly satisfy the classroom training and clinical training hours required for completion of a nurse training program through other means. The bill would also allow an individual who works as a temporary nurse aide to satisfy certain requirements if certain circumstances are met.

The Health and Human Services Commission indicates any cost to implement provisions of the bill would be minimal and could be absorbed within available resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
