Fiscal Analysis
The bill authorizes the Texas Education Agency (TEA) to provide identification kits for children in elementary school upon parent or guardian request.
While TEA does not generally provide direct services and resources to families, the agency could partner with education service centers or other partners to complete identification kit distribution.
Methodology
While the number of requests for kits cannot be determined at this time, this analysis assumes that kits will be requested for 10% of enrolled students in grades PK-5 in FY 2022 and 5% in subsequent years based on enrollment in the 2020-2021 school year. TEA estimates that each kit would cost $15. Based on these assumptions, the cost for kits in FY 2022 would be $3.7 million and $1.9 million in subsequent years.
