HB460 by Shaheen (Relating to the solicitation of pen pals by certain inmates of the Texas Department of Criminal Justice.), As Introduced

The provisions of the bill addressed by this analysis would amend the Government Code by prohibiting the solicitation of pen pals by certain inmates confined in Texas Department of Criminal Justice facilities. Under the provisions of the bill, individuals serving a sentence for an offense for which registration as a sex offender is required would be prohibited from soliciting a pen pal.

This analysis assumes the provisions of the bill would not result in a significant impact on the demand for state correctional resources.  The bill does not expressly create a felony offense, increase the punishment for an existing felony offense or category of felony-level offenses, or change the eligibility of a person for felony community supervision, parole, or mandatory supervision.
