LEGISLATIVE BUDGET BOARD
Austin, Texas

ACTUARIAL IMPACT STATEMENT

87TH LEGISLATIVE REGULAR SESSION

March 21, 2021

TO:
Honorable Richard Peña Raymond, Chair, House Committee on Defense & Veterans' Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB1589 by Davis (Relating to paid leave for public officers and employees engaged in certain military service.), As Introduced

The bill would amend the Government Code to grant a paid leave of absence to public officers or employees who are members of the Texas military, a reserved component of the armed forces, or a state or federally authorized urban search and rescue team, who are called to active duty in response to a disaster. The paid leave applies for each day called to active duty, not to exceed seven work days in a fiscal year.

The bill would not have a significant actuarial effect because it does not propose to change the funding or obligations of the public retirement system.
