HB2331 by Cortez (Relating to procedures governing declared disasters for the Texas Department of Criminal Justice and the Board of Pardons and Paroles.), As Introduced

The provisions of the bill addressed by this analysis would amend various codes as they relate to procedures governing declared disasters for the Board of Pardons and Paroles and the Texas Department of Criminal Justice. Under the provisions of the bill, the Texas Department of Criminal Justice and the Board of Pardons and Parole are required to develop procedures for declared disasters including development of an advisory board to make recommendations for emergency response plans. The bill would include certain requirements for the emergency response plan including procedures for an expedited parole process during certain declared emergencies.  

This analysis assumes implementing the provisions of the bill would not result in a significant impact on the demand for state correctional resources.  The bill does not expressly create a felony offense, increase the punishment for an existing misdemeanor to that of a felony, increase the punishment for an existing felony offense or category of felony-level offenses, or change the eligibility of a person for felony community supervision, parole, or mandatory supervision.
