HB2341 by Crockett (Relating to the release on parole of certain inmates convicted of an offense committed when younger than 25 years of age; changing parole eligibility.), As Introduced

The provisions of the bill addressing felony sanctions are the subject of this analysis. The bill would amend the Government Code as it relates to parole eligibility and release onto parole supervision for certain offenses committed when 24 or younger. Under the provisions of the bill, the amount of actual calendar time served for certain individuals incarcerated for offenses committed when 24 or younger would be reduced as outlined in the bill. 

Decreasing the amount of time required to be served before eligibility for consideration for release to parole consideration, is expected to result in fewer demands upon the correctional resources of the State due to a decrease in the length of stay for individuals sentenced to a term of confinement within state correctional institutions. On August 31, 2020, there were 25 individuals whose time incarcerated would potentially be affected by the modifications outlined in the bill's provisions.  This analysis assumes implementing the provisions of the bill addressing felony sanctions would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
