LEGISLATIVE BUDGET BOARD
Austin, Texas

CRIMINAL JUSTICE IMPACT STATEMENT

87TH LEGISLATIVE REGULAR SESSION

April 19, 2021

TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB2190 by Whitmire (Relating to new crimes committed while committed to the Texas Juvenile Justice Department.), As Introduced

The provisions of the bill addressed by this analysis would amend various codes as they relate to crimes committed while committed to the Texas Juvenile Justice Department. Under the provisions of the bill, youth engaging in certain conduct while committed to a state residential facility would be ineligible for release consideration. The bill would also make those youth who engage in certain felony level conduct while committed eligible for determinate sentencing.

This analysis assumes implementing the provisions of the bill would not result in a significant impact on the demand for state correctional resources.
