Pursuant to a notice posted on August 24, 2021, the House Committee on Calendars met in a formal meeting and was called to order by the chair, Representative Burrows, at 9:00 a.m.

 

The initial quorum call was answered as follows: Representatives Burrows; Craddick; Harris; Hefner; Hernandez; Leman; Patterson; Rose; Slawson; and Talarico.

Representative Craddick moved to place the following measures:

Representative Leman moved to adopt the proposed rule for floor consideration on HB 5.

 

RULE FOR FLOOR CONSIDERATION OF H.B. 5

Section 1.  This rule for floor consideration of H.B. 5 is proposed by the Committee on Calendars, pursuant to House Rule 3, Section 4(2).  The rule will be effective if it is approved by the house, in accordance with House Rule 6, Section 16(f).

Section 2.  (a) During second and third reading consideration of the bill, any amendment that adds or increases an item of appropriation in the bill made from general revenue or a general revenue-dedicated account is not in order unless the amendment contains an equal or greater reduction in one or more items of appropriation in the bill from general revenue or from a general revenue-dedicated account, regardless of whether the general revenue-dedicated account is subject to certification.(b)  The provisions of this section do not apply to an amendment that makes an adjustment in an item of appropriation solely to correct a technical clerical error.
