Pursuant to a notice posted on April 15, 2021, the House Committee on Energy Resources met in a formal meeting and was called to order by the chair, Representative Goldman, at 6:46 p.m.

 

The initial quorum call was answered as follows: Representatives Goldman; Anchia; Darby; Ellzey; Geren; King, Tracy O.; and Reynolds.

 

A quorum was present.

 

HB 3583

 

The chair laid out HB 3583 as pending business.

 

Representative Geren offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

The chair recognized Representative Darby to read a statement.

 

Representative Darby read a statement to the committee regarding an agreement among stakeholders to address certain concerns in HB 3583 through a House floor amendment.

 

Representative Geren moved that HB 3583, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Goldman; Anchia; Darby; Ellzey; Geren; King, Tracy O.; Leman; Reynolds (8).

 

Nays:                           None (0).

 

Present, Not Voting:   None (0).

 

Absent:                        Representatives Herrero; Craddick; Longoria (3).
