Pursuant to a notice posted on April 29, 2022, the House Committee on Insurance met in a public hearing and was called to order by the chair, Representative Oliverson, at 9:15 a.m.

The initial quorum call was answered as follows: Representatives Oliverson; Israel; Middleton; and Paul.

A quorum was present for the sole purpose of taking testimony, pursuant to Rule 4, Section 16A.

The Committee heard testimony relating to a breach of data at the Texas Department of Insurance.

Monitor the agencies and programs under the Committee’s jurisdiction and oversee the implementation of relevant legislation passed by the 87th Legislature. Conduct active oversight of all associated rulemaking and other governmental actions taken to ensure the intended legislative outcome of all legislation.

Study the impacts of the U.S. Supreme Court’s 2020 decision in Rutledge v. Pharmaceutical Care Management Association and the federal No Surprises Act (2021 Consolidated Appropriations Act, Public Law No. 116-620) on the Texas insurance market.
