Pursuant to a notice posted on May 2, 2022, the House Committee on Licensing & Administrative Procedures met in a public hearing and was called to order by the chair, Representative Thompson, Senfronia, at 10:34 a.m.
The initial quorum call was answered as follows: Representatives Thompson, Senfronia; Kuempel; Darby; Fierro; Geren; Goldman; Guillen; Harrison; Hernandez; Huberty; and Lujan.
A quorum was present.
The
Chair made opening remarks and welcomed the committee’s two new members,
Representatives Harrison and Lujan.
The committee considered invited testimony only on interim charge #3:
Evaluate the qualifications for massage establishments, including gaps and loopholes in the application, monitoring, enforcement, and complaint processes that allow unlawful activity to occur. Consider the multidisciplinary and intergovernmental collaboration required to reduce illicit massage establishments and connect victims with services. Make recommendations to protect Texans against unlawful activity and victimization such as human trafficking.

Implementation of HB 1560, relating to the continuation and functions of the Texas Department of Licensing and Regulation.
