Pursuant to a notice posted on June 15, 2022, the House Committee on Homeland Security & Public Safety met in a public hearing and was called to order by the chair, Representative White, at 10:03 a.m.

 

The initial quorum call was answered as follows: Representatives White; Bowers; Goodwin; Harless; Hefner; Patterson; and Schaefer.

 

A quorum was present.

The Committee met jointly with the Select Committee on Youth Health & Safety to hear invited testimony on the following Mass Violence Prevention and Community Safety joint charges:

 

1.      Study the implementation and impact of Senate Bill 11 (86th Legislature, Regular Session) and any other pertinent laws. Identify additional policies, protocols, and strategies that will help create a safer environment in schools and local communities.

 

2.      Examine strategies to prevent acts of violence, including measures to enhance firearm safety in Texas.

 

3.      Evaluate the preparedness of and coordination between state and local agencies, nongovernmental entities, and law enforcement for the prevention of and response to mass violence, including the content and efficacy of active shooter response training.
