Pursuant to a notice posted on May 20, 2021, the House Committee on Urban Affairs met in a formal meeting and was called to order by the chair, Representative Cortez, at 11:27 a.m.

 

The initial quorum call was answered as follows: Representatives Cortez; Holland; Bernal; Gates; Morales Shaw; and Slaton.

 

A quorum was present.

 

 

SB 646

 

The chair laid out SB 646.

 

Representative Holland moved that SB 646, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion failed by the following record vote:

 

Ayes:                           Representatives Cortez; Holland; Gates; Slaton (4).

 

Nays:                           Representatives Bernal; Morales Shaw (2).

 

Present, Not Voting:   None (0).

 

Absent:                        Representatives Campos; Johnson, Jarvis; Minjarez (3).

 

SB 796

 

The chair laid out SB 796.

 

Representative Slaton offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Gates moved that SB 796, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion failed by the following record vote:

 

Ayes:                           Representatives Cortez; Holland; Gates; Slaton (4).

 

Nays:                           Representatives Bernal; Morales Shaw (2).

 

Present, Not Voting:   None (0).

 

Absent:                        Representatives Campos; Johnson, Jarvis; Minjarez (3).

 

SB 1744

 

The chair laid out SB 1744.

 

Representative Bernal moved that SB 1744, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars. Due to the lack of a quorum, the motion failed by the following record vote:

 

Ayes:                           Representatives Cortez; Bernal; Gates; Morales Shaw (4).

 

Nays:                           None (0).

 

Present, Not Voting:   None (0).

 

Absent:                        Representatives Holland; Campos; Johnson, Jarvis; Minjarez; Slaton (5).

 

 

At 11:30 a.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
