Pursuant to a notice posted on July 6, 2022, the House Committee on Urban Affairs met in a public hearing and was called to order by the chair, Representative Cortez, at 11:15 a.m.

The initial quorum call was answered as follows: Representatives Cortez; Campos; Gates; Johnson, Jarvis; and Slaton.

A quorum was present.

The Chair made opening remarks.

The chair took testimony on charge #2- Evaluate the availability of workforce housing to support the dynamic economic growth of the state. Study the use of public-private partnerships and other tools to incentivize the development of housing that meets Texas’ expanding workforce demands. Develop and include measures to ensure accountability and transparency associated with these tools.

The chair took testimony on Charge #3-Review the Municipal Management District Legislative Template with respect to representation and accountability. Make recommendations for improving the template.
