Pursuant to a notice posted on July 27, 2022, the House Committee on Youth Health & Safety, Select met in a public hearing and was called to order by the chair, Representative Lozano, at 9:04 a.m.

The initial quorum call was answered as follows: Representatives Lozano; Allison; Bonnen; Darby; Geren; King, Tracy O.; Klick; Kuempel; Landgraf; Neave; and Rose.

A quorum was present.(Representatives Dutton, Frank, and Leach participating virtually, pursuant to Rule 4, Section 16A.)

The Committee met jointly with the House Committee on Homeland Security & Public Safety, with invited testimony only, to hear the following joint charges on Mass Violence Prevention and Community Safety:

Charge #4: Examine the role of online communications in mass violence scenarios and identify technological resources and solutions for detecting, mitigating, and reporting threats.

Charge #5: Study the needs of the state related to mental health professionals, educators, school administrators, and related professionals overseeing youth mental health programs and the delivery of those mental health services.

The Chair made opening remarks.
