Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Tuesday, May 4, 2021, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 9:01 AM. There being a quorum present, the following business was transacted:
At 9:02 AM Senator Johnson assumed the chair.
The chair laid out SB 2230 and recognized the author, Senator Schwertner, to explain the bill.
Senator Schwertner sent up a committee substitute. The chair recognized Senator Schwertner to explain the difference between the committee substitute and the house bill as engrossed.
Witnesses testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Schwertner moved that SB 2230 do not pass but that CSSB 2230 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.
Senator Schwertner moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
At 9:07 AM Senator Schwertner resumed the chair.
The chair lays out the recommended list of bills for placement of the Local and Uncontested
Calendar to be held on May 5, 2021.
Senator Johnson moved that the list of bills recommended for placement on the Local &
Uncontested Calendar to be held on May 5, 2021, at 8:00 AM be certified. The motion
carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent.
The chair laid out as a matter of pending business HB 1600 and recognized the Senate sponsor, Senator Buckingham, to explain the bill.
Senator Buckingham sent up a committee substitute. The chair recognized Senator Buckingham to explain the difference between the committee substitute and the house bill as engrossed.
Senator Buckingham moved that HB 1600 do not pass but that CSHB 1600 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 2 present not voting, and 0 absent.
Senator Buckingham moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
There being no further business, at 9:10 AM Senator Schwertner moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
