Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Thursday, May 6, 2021, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 8:30 AM. There being a quorum present, the following business was transacted:

The chair laid out HB 1057 and recognized Senator Springer, in the absence of the Senate sponsor, to explain the bill.

No witnesses registered or testified on the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Schwertner moved that HB 1057 be left pending; without objection, it was so ordered.

The chair laid out HB 2127 and recognized the Senate sponsor, Senator Hancock, to explain the bill.

No witnesses registered or testified on the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Buckingham moved that HB 2127 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

Senator Buckingham moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

The chair laid out HB 374 and recognized the Senate sponsor, Senator Springer, to explain the bill.

No witnesses registered or testified on the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Springer moved that HB 374 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

Senator Springer moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

The chair laid out HB 1677 and recognized the Senate sponsor, Senator Springer, to explain the bill.

Senator Springer sent up a committee substitute.  The chair recognized Senator Springer to explain the difference between the committee substitute and the house bill as engrossed.

Senator Springer then moved that the committee substitute be adopted; without objection, it was so ordered.

Senator Springer moved that HB 1677 do not pass but that CSHB 1677 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. 

Senator Springer moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

The chair laid out as a matter of pending business HB 1057 and recognized Senator Springer, in the absence of the Senate sponsor, to explain the bill.

Senator Springer moved that HB 1057 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent.

At 8:42 AM Senator Alvarado assumed the chair.

The chair laid out HB 1936 and recognized the Senate sponsor, Senator Schwertner, to explain the bill.

At 8:47 AM Senator Schwertner resumed the chair.

There being no further business, at 8:48 AM Senator Schwertner moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
