The chair called the meeting to order at 8:00 AM. There being a quorum present, the following business was transacted:

 

Senator Nichols moved that all testimony be limited to 3 minutes. Without objection, it was so ordered.

 

The chair laid out SB 196 by Senator Zaffirini as a matter of pending business. Senator Nichols moved adoption of the committee substitute. Without objection, it was so ordered. Senator Nichols moved that SB 196 do not pass but the committee substitute do pass and be recommended to the full senate.
