The chair called the meeting to order at 8:02 AM. Other members in attendance: Senator Bob Hall. There being a quorum present, the following business was transacted:

The Chair opened up invited testimony (see attached witness list) for the following purpose:
Assess recent electric generation shortages and the plans to enhance electric reliability in the ERCOT power generation system; discuss the implementation of SB 2, SB 3, SB 2154, and related legislation from the 87th Legislative Session; review of the provisions of and directives in the July 6, 2021 letter sent by Governor Abbott to the Public Utility Commission; and determine what, if any, legislative actions are necessary to implement the directives outlined within the Governor's July 6, 2021 letter and consider any further legislative action necessary to strengthen and achieve these directives with an emphasis on improving long term electric reliability in the state of Texas.
There being no further business, at 9:46 AM Senator Nichols moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
