Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Business & Commerce was held on Tuesday, September 28, 2021, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:03 AM. There being a quorum present, the following business was transacted:

The Chair opened up invited testimony (see attached witness list) for the following purpose:

 

Discuss the implementation of SB 2, SB 3, SB 2154, and related legislation from the 87th Legislative Session, including ongoing rulemaking efforts and market design; critical infrastructure designation; weatherization; ERCOT board oversight; implementation of the Texas Energy Reliability Council; and options for incentivizing investment in new dispatchable generation in order to meet the long term electric reliability needs of Texas.

 

There being no further business, at 1:20 PM Senator Nichols moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
