Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Constitutional Issues, Special was held on Thursday, April 29, 2021, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 9:17 AM. There being a quorum present, the following business was transacted:

 

Senator Birdwell moved adoption of the committee rules. There being no objection, it was so ordered.

 

At 9:20 AM Senator Birdwell assumed the chair.

 

The chair laid out HB 1927 and recognized the Senate sponsor, Senator Schwertner, to explain the bill.

 

Senator Schwertner sent up Committee Amendment 1.

 

Senator Schwertner sent up Committee Amendment 2.

 

Senator Schwertner sent up Committee Amendment 3.

 

Senator Schwertner sent up Committee Amendment 4.

 

Senator Schwertner sent up Committee Amendment 5.

 

Senator Schwertner sent up Committee Amendment 6.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

At 1:04 PM Senator Schwertner resumed the chair.

 

At 1:29 PM Senator Birdwell assumed the chair.

 

At 3:37 PM Senator Creighton assumed the chair.

 

At 5:12 PM Senator Birdwell assumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Schwertner withdrew all Committee Amendments.

 

Senator Schwertner moved that HB 1927 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 2 nays, 0 present not voting, and 0 absent. Senator Hinojosa submitted a motion in writing requesting to be shown voting nay on HB 1927.

 

At 7:13 PM Senator Schwertner resumed the chair.

 

There being no further business, at 7:13 PM Senator Birdwell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
