Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Monday, May 10, 2021, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 4:06 PM. There being a quorum present, the following business was transacted:
At 4:08 PM Senator Lucio, Jr. assumed the chair.
The chair laid out as a matter of pending business SB 2094.
Senator Taylor sent up a committee substitute. Senator Taylor moved the adoption of the committee substitute; without objection, it was so ordered.
Senator Taylor moved that SB 2094 do not pass but that CSSB 2094 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 3 nays, 0 present not voting, and 0 absent.
The chair laid out as a matter of pending business HB 699.
Senator Taylor sent up a committee substitute. The chair recognized Senator Taylor to explain the difference between the committee substitute and the house bill as engrossed. Senator Taylor moved the adoption of the committee substitute; without objection, it was so ordered.
Senator Taylor moved that HB 699 do not pass but that CSHB 699 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Taylor moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
At 4:15 PM Senator Taylor resumed the chair.
The chair laid out HB 773 in lieu of SB 194. SB 194 is the companion bill to HB 773 and was heard in committee on April 22nd and left pending.
Senator Powell moved that HB 773 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Bettencourt moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
The chair laid out as a matter of pending business SB 487.
Senator Hughes sent up a committee substitute. Senator Hughes moved the adoption of the committee substitute; without objection, it was so ordered.
Senator Hughes moved that SB 487 do not pass but that CSSB 487 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 1 nay, 0 present not voting, and 0 absent.
The chair laid out as a matter of pending business SB 1968.
Senator Bettencourt moved that SB 1968 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 3 nays, 0 present not voting, and 1 absent.
There being no further business, at 4:18 PM Senator Taylor moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
