Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, May 11, 2021, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 2:00 PM. There being a quorum present, the following business was transacted:

 

At 2:03 PM Senator Lucio, Jr. assumed the chair.

 

The chair laid out HB 1525  in lieu of SB 1536. HB 1525 is the companion bill to SB 1536. SB 1536 was heard in committee on April 8th and left pending.

 

Senator Taylor sent up a committee substitute.  The chair recognized Senator Taylor to explain the difference between the committee substitute and the house bill as engrossed.  Senator Taylor moved that the adoption of the committee substitute; without objection, it was so ordered.

 

A resource witness testified on the bill (see attached witness list). 

 

Senator Taylor moved that HB 1525 do not pass but that CSHB 1525 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 2 nays, 1 present not voting, and 0 absent.

 

At 2:27 PM Senator Taylor resumed the chair.

 

Senator Lucio moved to reconsider the vote by which SB 1968 was reported favorably to the full Senate during the May 10, 2021, hearing. Senator Lucio was on the prevailing side. Without objection, it was so ordered.

 

Senator Bettencourt moved that HB 1968 do not pass but that CSHB 1968 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 4 nays, 0 present not voting, and 0 absent.

 

There being no further business, at 2:30 PM Senator Taylor moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
