Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Monday, February 8, 2021, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 10:00 AM. There being a quorum present, the following business was transacted:

 

The chair made opening remarks.

 

Senator Nelson and Members of the Committee introduced staff.

 

Senator Lucio moved adoption of the committee rules.  There being no objection, it was so ordered.

 

The chair laid out SB 1.

 

Invited testimony was heard from the following:

 

Comptroller Glenn Hegar, Office of the Comptroller of Public Accounts, gave a layout of the Biennial Revenue Estimate.

 

Jerry McGinty, Legislative Budget Board, gave an overview of Legislative Budget Estimates.

 

Witnesses testifying and registering are shown on the attached list.

 

Senator Nelson moved that SB 1 be left pending; without objection, it was so ordered.

 

There being no further business, at 12:06 PM Senator Nelson moved that the Committee stand recessed until 9:00 AM February, 9,2021.  Without objection, it was so ordered.
